In English we often say "I was really late" or "I really miss you" where the word 'really' adds emphasis. In Russian, I've noticed that sometimes people use "сильнo" and sometimes "очень" in this situation. But I do not have a good understanding of when to use сильнo and when очень. Are they usually completely interchangable, or are certain verbs usually used with очень and certain verbs with сильнo? Here are some examples, so we have something more concrete to discuss...

Я сильно скучаю по-тебе
Я очень скучаю по-тебе

Я сильно люблю тебя
Я очень люблю тебя

Я сильно опоздал
Я очень опаздал

Я сильно спешу
Я очень спешу

по тебе does not require a dash
опОздал (never опАздал)

In your examples очень and сильно are more or less interchangeable. 2nd and 4th sound slightly colloquial though.

You can say it in the both ways.
I used to think that in these cases really is like russian действительно or и правда. But as I said you can use очень and сильно, as you wish.

I'll tell you more, to add MORE emphasis you can even use "очень сильно" :) (Я очень сильно скучаю по тебе). Just don't use it too often, this is a bit more colloquial (approx. like "I mighty miss you".)

Well, it depends upon the context.

"Очень" is more neutral in meaning. "Сильно" - may be both neutral and colloqual, depending upon the word combination and the context.

ему это не очень нравится — he doesn't like it very much

I would say that очень is too overused. To put it simply, it does not add real emphasis. As well as сильно. To express real emotions one could say
Я ужасно скучаю
Я страсть как скучаю
Я невероятно скучаю
etc
