How would one best ask "to do/perform an inter-loan" по-русски? I.e. a service (sometimes with a fee) where the library locates a book not in its own catalogue but in another library and transfers it to the inquiring library so that one can read it?... or can Russian libraries even do such a thing?

Yeah, I saw them do this once, but unfortunately I don't know the name of the service.
But I wouldn't expect that from each and every Russian library, though probably some of the largest can do this if you give them a really good hysterics (sometimes it seems to me hysterics is the only way to get them working at all).

I suppose it depends on the subject of the book, and also on your luck.
Big collections like Библиотека Академии наук (БАН), that is the library of Russian Academy of Science, or Публичная библиотека, Public Library, can happen to have the book you need, especially if it is not very new. However they will probably only allow you to read it in their buildings and will not send the book to any other library. (I'm not a librarian, so it's just my guess).

I would say it is too recently published. At that time libraries in Russia had no funds to buy books from abroad. But nevertheless you can try. Good luck!

Not exactly, коллектор is a service that distributes books for the libraries to stay there. What the original poster is asking about is МБА (межбиблиотечный абонемент).

The service itself is called МБА (межбиблиотечный абонемент = inter-library subscription). Back in the 80s, it really worked. Wasn't sure if it worked these days, but quick googling it up showed that it did, at least in the pool of the country's biggest libraries. There is even an МБА within the frames of CIS (a few post-soviet countries, excluding Baltic republics and Georgia.) To perform an interloan is "заказать [книгу] по МБА" (if you are a reader) and "выдать [книгу] по МБА" if you are a library.
