Откуда Вы/ты (родом)?

Я (родом) из ...

"родом" is unnesesary, but with it question or answer sounds better :)

You should say Откуда вы? and Я - из...

But if you want to sound more natural and informal, the question should go as Вы откуда? (if you speak with someone who you don't know well or with some older person) or Ты откуда? (that's for someone who you know reasonably well or for the person of the same age).

You do not need to say "родом". It's outdated :))))

1. "Where you are from?" is "Товарищ, вы откуда приехали?" or "Слышь, парень, ты ваще с какого города?" (but phrases can be only adressed to a man)
2. "Тутошний я" means "I am from this town" and "Сами мы не местные, беженцы из ...(genetive case)" means "I am from ...".

But don`t use this phrases in official speaking. ;)

I think that the answer of the_oldest is only a joke. You should never use this phrases. In Russian "Товарищ, вы откуда приехали?" sounds quite funny (товарищ - comrade, this word is connected with USSR, we don't use it now). "Слышь, парень, ты ваще с какого города?" sounds quite agressive and it is not the literary language, it is jargon. "Тутошний я" is not the literary language too, it is language of the uneducated people. "Сами мы не местные, беженцы из ..." sounds funny too, because it means "We are not inhabitants, we are refugees".
