is this some kind of idiom? it seems to be a set phrase of some kind. what does it mean?

It is a set phrase. It means that, once certain conditions are met, you may as well count the case lost: "Если за дело взялся Иванов - пиши пропало" (if it's Ivanov who is doing that, you may as well "regard this case as lost", i.e. expect a total failure.)

it kind of seems equivalent to the idiomatic english expression of "writing something off."
