subtitles!!

This is not a completely Russian question, but perhaps someone knows how this works.

I've found the site mysubtitles.com, which supposedly has subtitles for about a billion different films, that will tack themselves on to any divx video

However, upon trying to d/l the english subtitles for 38 popugaev, there is nothing there.

Does anyone know how to submit new subtitles?

Or possible where I could find such subtitles elsewhere?
