how do you say "i think you've got the wrong number" or just "you have the wrong number" when they haven't asked for anyone specific, i.e. not "Вы не туда попали"?

Would it be something like "Вы не правильно набрали номер"? НАбрали or наБРАли?

Definitely "наБРАли". Although such phrases are not common exept telephone stations' answering machines: "Неправильно набран номер, неправильно набран номер!". BTW, here "НАбран" - the stress moves.
