I have a beautiful book on the Novgorod digs called
история мировой культуры, Pеред Nашествием, Cокровища оикумены Edited by Andrei Zhuravlev from Book House Publishers 2005. I believe that the first part is World History and Culture Before the Invasion (before Mongols hit in 1250). But the last phrase is something about treasure and I'm not finding оикумены in any of my dictionaries. Is my interpretation correct?

The book, if you mean Ivan Yefremov's history fiction about a young Greek and his Egyptian and African friends, is called simply "On the edge of Oikoumene" ("На краю Ойкумены"). No river is mentioned there. Oikoumene was the name for the world known to ancient Greeks, not for a river.

In your case, "Сокровища Ойкумены", the latter word is in genitive (if it would be in dative, it'd be "Сокровища Ойкумене"), so it is definitely "Treasures of the world". I'll tell you more, it's "Treasures of [foreign] word," because Oikoumene is something that lies behind the borders of the speaker's own land.
