Гэбня can mean:
Ex-KGB employees, KGB as an agency and any KGB-like structure (i.e. state internal security department) and their way to work.
Often used in humourous context to refer some questionable actions by such people or structures.
Can be used both by proponents or opponents, as it doesn't really hold emotional charge today.

Nope. It was originally, but its inventors (from liberal wing) overused the word so heavily,
and as they are generally tend to be laughed at by the majority, that now it's more often used in
sarcastic context, to mock the ultra-liberals speak, than as a slur it was in the beginning.
