He is praying to mahatmah's spirit to get elected to the third term; it in quasi-Indian accent with "нах" thrown in for good measure which fit into "indian" accent nicely too.

I can't tell you exactly what that means because it's not correct Russian, it's some Russian words changed to look like Indian (not American Indian but Far East Indian)

The author tries to make the character on the right to speak in something sike Sanskrit-Russian medley. A weak try, though, since the result sounds more like broken Tatar. Since the character addresses to the portrait of Mahathma Gandhi, you can easily make out the opening "Om Mahathma." The further lines make no sense per se, but you can make out that the character longs for his third presidential term, but his karma prevents him from it.

Putin recently made some, shall we say, "interesting" comments in which he said he was the only "pure" democrat around and then started lamenting he had no other true democrats to talk to since Gandhi died...see the article here:

In such a way Putin's words sound sooo high and mighty, but if you'll read that quote as a whole, you'll understand that it is just a joke about modern understanding of word 'Democracy'.

Here is that quote (in russian):

"Являюсь ли я демократом чистой воды? Конечно, я абсолютный и чистый демократ. Но вы знаете, в чем беда? Даже не беда, трагедия настоящая. В том, что я такой один, других таких в мире просто нет. Посмотрим, что творится в Северной Америке — ужас один: пытки, бездомные, Гуантанамо, содержание под стражей без суда и следствия. Посмотрите, что происходит в Европе: жестокое обращение с демонстрантами, применение резиновых пуль, слезоточивого газа то в одной столице, то в другой, убийства демонстрантов на улицах.
