Is there a construction in Russian that goes something like adverb + что + a statement. For instance, "Странно, что никому не нравится этот рассказ." In English people often use this construction...

It's strange that he did that.
It's rare that an American speaks Russian.
It's good that you are feeling better.

Does it work the same in Russian?

It's rare that an American speaks Russian - То, что американец говорит по-русски - редкость(but "американец, говорящий по-русски - редкость" sounds better)

+ 1, just want to add taht the analog of "It's rare that..." does exist indeed; it sounds: "Редко бывает, чтобы + прошедшее время" (i.e. что + conditional mood because of the negative meaning of редко, see: я не помню, чтобы... "I don't remember that").
The verb бывать is needed because of the frequentativeness implied by редко, but the construction is the same:
Странно, что...
Странно было, что...
Редко бывает, чтобы...
BTW, a traditional question in Russian grammar is whether such clauses should be or not described as main clauses.

It seems like in Russian it works with the adverbs denoting subjective evaluation (хорошо, что ты... странно, что он... неприятно, что она... замечательно, что мы... etc.), but not with the adverbs like _rare_ _common_ etc. I cannot think right now of other adverbs that would fall in the group "less subjective"; if you can, please post them!
