«… вас, кто» or «… вас, что»?

If one’s saying something like, “I have a question for all of you who speak French”, would one say «У меня есть вопрос для вас, кто по-французски говорят» or «что по-французски говорят»? Or would you say something entirely else like «которые по-французски говорят»?

Edit: also, how do you decline он with «задавать вопрос»? «Я задаю вопрос ему»?

Я задаю ему вопрос. (Correct, it's Dative, but the order of words matters)

Asking questions:
I ask him - Я задаю вопрос ему (or "Я спрашиваю его")
also possible: Я ему задаю вопрос, Я задаю ему вопрос

The correct form is
У меня вопрос для тех (из вас), кто говорит по-французски.
Please note that кто requires a second person singular form of a verb: кто говорит, not кто говорят. Even if you expect there are many people speaking French.

Instead of «Я задаю вопрос ему» it is more common to say «Я задаю ему вопрос» unless you want to stress that he is the person being asked. Usually you continue then like
«Я задаю вопрос ему, а не тебе».

Second person singular would be "кто говоришь", which is wrong, I think.

"...для вас, кто по-французски говорит" is very rare, though probably not impossible. It sounds more like some old English from the Bible.

In "которые по-французски говорят" both которые and говорят refer to other persons (3rd person plural) and hence isn't right.

I'd say "для говорящих по-французски". And in Russian, word order in subordinate clauses doesn't change to SOV.

I don't know, to me it looked like you were asking not if Я задаю ему вопрос but you were asking how to say how would he say it if the subject were он. And that would be Он задаёт ему.ей.мне.тебе.нам.вам вопрос.

Actually, I was asking what form «он» should take there, e.g. «Я задаю ему» or «Я задаю его». I think that ему’s right for this question.

Wait, when you're saying ему you mean to/for some male object/person (dative case). But when you're saying его, it can be:
accusative case: задавать его (to ask it/this/that: его=вопрос)

genetive case: задавать его вопрос (to ask hi*s* question: его=his), which isn't what you mean in this particular situation, though it's obviously possible to take someone's question (e.g. his) and ask someone else that his question

not instrumental case, in which you'd have to say задавать его вопросом, which isn't grammatical and makes little sense. You could say in instrumental like this: озадачить его вопросом (literally to ask him a hard question, here его must mean him, not his otherwise there's no object to be asked the question)

not prepositional case, in which you'd have to say задавать о его (о его вопросе). Again, you could say in the prepositional case спрашивать о его вопросе (which means to ask to clarify his question, to ask more details about it)
