Я сидела в приемной визового отдела российского посольства в Стокгольме и смотрела на окна для приёма посетителей. Номера идут справа налево ... 4,3,2,1 ... по-китайски? Странно. Но вдруг я поняла. По ту сторону стены, по сторону работников посольства, номера идут слева направа.

сидела и смотрела or сижу и смотрю (the "relative" tense agreement works only between main and subordinate clause)

справа налево, слева направо

и вдруг поняла (or: но вдруг поняла) – "а" can't be used here because there's a causal relationship (there must be a better way of putting it but I can't think of one)

по другую сторону стены, or по ту сторону стены, is more elegant

Номера идут справа налево: 4, 3, 2, 1... По-китайски? Странно. Но вдруг я поняла -- с другой стороны стены, со стороны работников посольства, номера идут слева направо.

You are ALMOST right. Arabs write from right to left, but it is correct for text only, but the numbers are written from left to right.

But that is if they write a number with more than one figure in it - 123. but if they would number things, that is 1,2,3 would they start from the left or from the right? probably they would number it like they read?

I was partly wrong. They write from top down, but the columns come from right to left.
