обтирание -- abby lingvo translation is "sponge down" or "rub down"

When I asked my girlfriend what this word means, she tried to explain in English: When you put a towel in the water, then rub it over your body... She said this was a common public service / hygiene recommendation in Soviet times: when showers were scarce, wipe down with a wet towel. (Which fits the use in the song lyrics...)

I just heard this verb used in a Vladimir Vuisotskiy song (Утренняя гимнастика) playing on "Stars on Ice" (звёзлы на льду) -- full song lyrics behind the cut:

In fact обтирания is not a verb but a plurel of a noun обтирание. The corresponding verb is обтирать

In fact, word "обтирание" isn't a verb, but a kind of verb-derived noun. Respective verb would be "обтирать". And it is used not only as a hygienic procedure, but as general health treatment too, also as a replacement of a cold shower.
In Soviet times one of state promoted cold remedies were a kind of "tempering", when people were urged to train themselves to cold temperatures by cold showers or rubs.

Just as a note on the two comments above mine, an easy (but probably not universal) trick to see if something’s a sort of gerund-ish-thing like обтирание is to look for the ние ending. It’s like English -ion.

That was not a hygienic procedure but a tempering one (I am not sure if I use the right word but when you rub yourself with a wet cold towel, it was supposed to stimulate your blood circulation and eventually your immune system). It can be a hygienic procedure too but only for bedridden people who were not able to get up and take a shower - apart from that, I never heard of обтирания as an alternative to washing.

Also, обтирать(ся) has a meaning of wearing off. Example: Моё пальто (всё) обтёрлось и требует замены.
