The university I go to is having an All-Russia conference in November, and they want me to write an article/speech for it. Below is a section of the informational letter they sent to me. I'm pretty sure this says that I owe them $100 for the publishing expenses, and that people traveling from other places must cover their own traveling/living expenses? Is that true? If anyone has time, could you also give me a translation? Thanks in advance!

Для возмещения затрат на издание сборника докладов необходимо перечислить орг взнос в размере 250 рублей для граждан России и СНГ, 100 долларов США для иностранных участников до 15 октября 2006 года по банковским реквизитам:

ГРКЦ ГУ Банка России по -------- обл. г. ----- БИК #########, ИНН ##########, КПП #########. Получатель: УФК по ------- области (ГОУ ВПО ----- л/с ###########) р/с ####################. В назначении платаже указать: Ф.И.О., город, оргвзнос конференции «Национальные культуры и их роль в формировании культурого пространства России». Код платежа #################### «Прочие безвозмездные поступления федеральным учреждениям».

Оргкомитет оставляет за собой право определять форму предсталения докладов (пленарную, секционную). Иногородним проезд и проживание за счет командирующей стороны.

There is no one word about this. It's all about a publishing expenses. But I think you must pay for your traveling/living expenses yourself.

To be more precise, "...за счет командирующей стороны" means that the organisation you're representing must cover these expenses. But, if you're all by yourself..

You are right, they ask you and all other foreigners to pay $100 while all Russian citizens have to pay ~$9 for "covering publishing expenses".

Consider this as a part of "National cultures and their role in forming Russian cultural space" experince. :)
