In the document I'm translating, there is a repetition. It reads:

К компетенции общего собрания участников Общества относится также решение иных вопросов, отнесенных настоящим уставом и гражданским законодательством Российской Федерации к компетенции общего собрания участников Общества.

How do I translate this? Should I make a translator's note of the wierd repetition?

I.e. they should handle other questions if they were impilicitly routed to them.

Yup. Because I, for exapmle, cannot get what this says. I mean, I get it, but cannot explain anyway.
Legal English can also be quite tricky, though.

This is not a mistake. Repetitions like that are quite common in the Russian legalese and are normal. I would probably translate it like this:

"The scope of the functions of the General Assembly of the Parties also includes other matters identified by these Articles of Association and the civil legislation as being within the scope of the functions of the Company's Parties."

Correction: the end of the sentence should read "...scope of the functions of the Company's General Assembly of the Parties."
