which are (or what would be) the correct word usage / translations:
"i began to consider / think about" or "i have been thinking about" in the context of a large / over time / somewhat serious thing / situation / circumstance in the past
я начинала обдумывать / соображать / подумать о чем

"situation" and "circumstances" ... does one of these refer to a situation less serious (re "the situation with the refrigerator repeatedly breaking down") vs. something more ominous ("the situation with the rise of crime among youth"):
положении или обстановки
условии или обстоятельства

"his perspective differed from our perceptions"
как его восприятии отличалься от наших точка зренией
would it be more useful to say something involving
его восприятия об этих условиях были менее точнее (his perspective on the circumstances was less than accurate)
or
его восприятия об этих условиях были в другом свете чем наших (his perspective was different from ours)

(actually, it is not very clear what you mean by somewhat serious thing etc. Could you explain?)

"situation" and "circumstances" - you can use ситуация, положение, обстановка, обстоятельства and lots and lots of other words depending on context or even none of them, e.g. in the situation with the fridge the best solution would be to use none and just say Мне надоело, что холодильник все время ломается.
You can say положение с детской преступностью ухудшается or обстановка в стране ухудшается or уровень детской преступности растет

Он воспринимал (смотрел на) эту ситуацию не так, как мы
Его восприятие отличалось от нашего
его точка зрения на ситуацию отличалась от нашей


his perspective on the circumstances was less than accurate
Его понимание ситуации было не совсем правильным

any reason why "когда я жила с вами" rather than "когда я жила у вас"? are these two interchangeable, or do circumstances dictate which is appropriate?

"у вас" is probably better in your context. You use "у вас" when you live at somebody else's house, e.g. staying with friends or relatives. If you are sharing an apartment with some other people, you would say я живу с соседями. If you still live at your parents', you will say я живу с родителями. However, if you are speaking about a person of an opposite sex, Я живу с ним (с ней) has a definite meaning of cohabiting unless you state explicitly that the person in question is a roommate or something.
