A purely English speaking friend of mine received a comment in Russian in some community, probably one of a photographic nature. I, knowing little Russian, have no clue, but fear it is of some offensive nature. Could anyone assist?

If converted to normal language it'd mean something like this:

what a [stupid stuff] [an offencive interjection]
[very bad]
Drink some poison-kill yourself!

"Чо" = "что"
"ето" = "это"
"ужос" = "ужас"
"выпий" = "выпей"
"йаду" = "яду"
It is a kind of popular internet slang based on distorted spelling. Something like "wazzzzup" instead of "what's up".

The rest is a number of highly offensive words.

translated into "normal" russian it would possibly look like

which translates into english as

"what the fuck is that bullshit?
Fucking dreadful

Yes, completely right. It's called "падонкаффский" язык (derivative from "падонки" <- "подонки" "bad guyes") and it had originaly appeared in the Internet, but lately started to conquer the off-line as well. I guess, you can find a lot of information about it through yandex.ru, google.ru/google.com etc. The main site "падонкаф" is http://www.udaff.net/

firstly, i have no idea who do you mean under the pronoun "we" - russians? "we" - you and me? "we" - you, me and "padonki"?
Secondly, I am really glad to heat that i am still able to amuse someone, even if this the lack of my vocabulary and poverty of grammar
Thirdly, concerning the question you have asked, "падонский" Russian is used within runet, though sometimes it appeares to get offline. Should one get offended with the phrases mentioned above or not, is his own business. I would personally say that getting such comments is less insultive to me that if i have gotten them in "real" life

First, please note that this community was created to assist people in learning Russian, and not to give you a pleasant reading or a place to satisfy your personal curiosity. Therefore, your question/remark is an off-topic that is not welcome here. Second, when you ask people for something (their opinion, for example), you could at least be polite. Please keep in mind that they do not owe you anything and do not have to answer if they don't want to.

first, imho, but you should understand russian mentality to catch what we do on purpose (it's as you said "this is not meant to be rude or insulting?")
may be you asked for help in translating by not sutable tone or you've just been misunderstood?

and second. don't you think that everyone who uses slang (even in UK, USA ect.) has an general aim to insult you? imho, but there should be enough sense of humor to understand that slang (and Russian "падонки" slang also)is not always try to offend someone.

American mentality, in the USA at least, illustrates that any slang directed toward a stranger is completely senseless and not understood to have any bit of humor. For example, you don't just look at someone's photograph, describe it with a few explicatives, and then walk away. That is showing complete offense and disrespect.

The words quoted in the original post were not just "slang", they were rude, obscene and offensive.

And no one here except you is talking about "everyone who uses slang". The question was about these words in particular and the particular context in which they were used. That was a deliberate insult. Maybe it is a norm among you and your friends but in general it is not.

что там с фотографией произошло? откаментили на падонках? будто вы не знаете, как стОит воспринимать подобные явления в рунете. И делать выводы, что русские все хамы - тоже не следует, правда?
тем более, в отношении меня лично. мне так же неприятны подобные ситуации, но если на каждый подобный момент реагировать так..хм...
