кайф = pleasure, enjoyment. and "high" also
so кайфовать = to feel кайф

It's in reference to being high on paint primer... I was trying to compare it to being high on drugs... This was totally UNINTENTIONAL (I prefer alcohol.)

Сегодня у меня ещё много дел... Но, к сожалению у меня болит голово, и я очень устала. Я чувствую себя как у меня похмеле, а этот не за слишком много пива. Вечера вечером я поехала домой из нового дома в 9 часов вечера. Я покрасила стенах на дольго. Краска, которую я использоваю особенная. (Этy по-английски називает "KILZ" primer.) Сначала, я покрашу с краcкой которая свежевает старые краски. Потом, когда эта сухая, я покрашу с нормалной краской. Проблема том что, это особенная краска (primer) токсическая. И после три часов вечера вечером, я была очень под кайфом. Перед тем я могла ездить домой на автомобиле, мне надо сидеть на парадных выходах на 30 минуть и стараться вдыхать кислород. Мои старые соседы тоже сидели на их парадных выходах. Я помахала им рукой, а не пошла к ним разговаривать, потому что я не хотела что, они считали бы меня наркоманом. Мне было очень трудно сидеть спокойно, и не хихикать.

Сегодня будет лучше, потому что я собираю просто красить стенах c нормалной краской...

OK! I am so glad I asked... Aside from giggling a little bit, I did NOT enjoy it! In English, you can say "I got high while painting," and it's kind of tongue in cheek. Thanks :)

Вечера вечером - shouldn't this be Вчера вечером? I think you did this a couple of times.

использоваю = this is an -oba- stem, so it doesn't conjugate the way you did, it should be исползyю. (Native Russian speakers, please double check me!)

Краска, которую я использоваю особенная. Краска, которую я использовала, была особенная. But "я использовала особенную краску" sounds better (since noе good yet:)
(Этy по-английски називает "KILZ" primer.) - По-английски эта краска называется kilz primer

I don't have all the rules memorized... A lot of my mistakes are a result of my coming up with things on the fly... The mistake with Вечера вечером - I do that all the time... I am hoping that sooner or later, I will completely memorize the word Вечера as it should be Вечера. Thanks for the tip on conjugating the verb! I didn't realize that -oba- stem verbs were different.

In answer to your question - my neighbors are old (as in they are probably 60 or 70 years old). They like to sit outside of their house and watch people. I just bought a small house, and it is directly across the street from my neighbors' house. So, when I sit on my front porch, they sit on theirs and we watch eachother...:) Sorry if that wasn't more clear.

I'd recommend you to rewrite the sentence the following way

Вечером, после трех часов работы, я была словно под кайфом.
(in the evening, after having worked for three hours i felt as i was really high)

Это звучит не по-русски. You can say: "I was very high", however you can not say: "Я была очень под кайфом".

There's a word "обдолбанный" in a drug-takers slang. It means, that you took so much drugs, that you couldn't communicate with other people.И вечером, после трех часов работы, я уже была как обдолбанная. In this case it will reflect the situation in a best way.
