I just recently became a tutor for Russian immigrants for a local agency around my area. My job is to teach them how to read, write, and speak English. I do not know any Russian and I have to make my own cirriculum from scratch. I have no idea what to start with or how I could make it easier for them because they cannot speak English at all. Any ideas on how to make this program work for us? Any help at all would be greatly appreciated.

Have you ever studied another foreign language? One good thing to do might be to find a beginning textbook for that language and co-opt it to work for English. Or you could look at beginning ESL textbooks. Both of these should be at your library.

This is what I did when I taught ESL. It worked pretty well.
