Can anyone give an acurate translation to the caption of this incredibly cute picture?

Thanks :)

It's usually translated as «What's happened?»

Or maybe more accurate, «What's the matter?»

What's the matter? or What's up.?

The most adequate translation is "What's up".

Not in its greeting sense, though.

Sure.
In the "greeting sense" "What's up?" corresponds to "Как дела?"

What happened?

(Not «What happen», because it does not correspond with/to any popular joke of all-your-base-are-belong-to-us sort.)

How do you say, "all your base are belonging to us" in Russian?

Все вашего база принадлежаете нами?

There is no L or Ж sound in Japanese, therefore it must be "все вашего база принадрезаете нами" :)

Why japanese? :)
Its english phrase and we translate it to russian like: "Все ваши базы принадлежат нам!"

And where is Japanese here? :)

It is not a proper English phrase. It is very broken English, so-called "Engrish," typical from bad translations from Japanese. A bad translation from Japanese it is, performed by Japanese for a computer game back in the 1990s. If it can be traslated to Russian at all, it is something like "вся ваше базам принадрезать наша".
See the history of the phrase (http://en.wikipedia.org/wiki/All_your_base_are_belong). Basically, Google is your friend - don't be afraid to ask Google first, nobody was banned from Google before! ;-))))
