do you use the genitive case with posessive pronouns?

Never mind, i don't know why i was thinking.. aside from the mixed gender problem, i could see my example being used as maybe 'my pencil's tip'-- but it wasn't what i wasnt asking. i was just really...really confused. really.

I don't know exactly what you mean, but your example is wrong.
мой карандаш - моего карандаша

моя - it's other gender.

Or did you mean both the pronoun and the substantive in genetive? Then, yes: моего карандаша.

you CAN use the genitive case with possessive pronouns... I don't have my pencil. = У меня нет моего карадаша.

or do you mean do you have to use genitive with possessive pronouns like you have to use genitive with possessive regular pronouns (Kira's pencil = карандаш Киры)? then, no. my pencil = мой карандаш

You can't say so, just as like as you can't say "I don't have my pencil", omitting "own". The correct phrase would be «у меня нет своего карандаша».

Both variants are right, but they have different meanings:
у меня нет моего карандаша - it means that I can have some pencils but there is not my pencil among them
У меня нет своего карандаша means that I don't own any pencils.

to be honest, both sounds weird for my "native russian ear" :)

former one gives impression of adult talking to small kid and making funny trick based on kid's naivette.... I felt more weird only when I read school-book examples of English, back in '80s

latter is... hmmm... weird too - свой is posession, applicable to 3rd persons too, while мой means just "mine posession"
