This is only used when two people meet who have not seen each other for a long time. It is not supposed to be a part of a sentence, rather, as portugalist correctly noted, a standalone exclamation (something like "Well met!" in English).
I hear "Well met" often, but it is used in an archaic sense in English. Typically not used except when meeting someone for the first time. Renaissance Fair and SCA (http://www.sca.org) people use such a greeting.
