This is only used when two people meet who have not seen each other for a long time. It is not supposed to be a part of a sentence, rather, as [livejournal.com profile] portugalist correctly noted, a standalone exclamation (something like "Well met!" in English).

I've never ever heard anyone say "Well met!" in English, but I get your point. Thanks for the correction :).

I hear "Well met" often, but it is used in an archaic sense in English. Typically not used except when meeting someone for the first time. Renaissance Fair and SCA (http://www.sca.org) people use such a greeting.

It's a set expression, used solely when old friends meet (who didn't see each other for a while.)
