here in Russia people who study music seriously usually enter Conservatory (conservatoire).

No way. Музыкальное отделение or музыкальный факультет (the original poster means an educational institution inside a larger organization, like a department at the university.)

the adjective should correspond with the noun's case and ending:
музыкальный факультет - на музыкальном факультете

That's right, as soon as you see an adjective in the same case for as the nout it belongs to, you are expected to change it likewise if you change the case:
Во многих американских университетах есть музыкальные факультеты (nominative) - Many American unicersities have music departments.
В российских университетах не бывает музыкальных факультетов (genitive) - Russian Universities have no music departments [because Russian music education system is different, and music high schools -> music colleges -> higher music education institutions, mostly Conservatories, are independent from the Universities; the only exclusion I know is the Maimonodes State Classical Academy in Moscow, which has a music department]
Я учусь на музыкальном факультете одного американского универистета (prepositional) - I study at a music department of one American university
Всему нашему музыкальному факультету очень нравятся Бах и Моцарт (dative) - The wholy music department [I study at] is very fond of Bach and Mozart
Нашим музыкальным факультетом овладела страсть к группе "Секс Пистолз" (instumental) - Our music department is seized by a Sex Pistols [fan] madness :)

a very stupid rule. To my mind it's very usefull for learners to read smth in colloquial Russian, smt not form the boring textbooks, and moreover - this community is about Russian language (if they want - they can ask me to translate it)

If a learner of Russian doesn't speak English at all, but he can ask us about the language in Russian - this community is not for him/her? Маразм крепчал!

They (meaning Russian learners) do not have to ASK you for anything. This community was created for them, not for you. I hope that this is clear now. An occasional remark in Russian is OK if you provide a translation. And I think that you should apologize for "stupid" and "маразм". Do I have to remind you of a Russian proverb? "В чужой монастырь со своим уставом не ходят" meaning you cannot just barge into the place where people have their established traditions and tell them outright that their traditions are garbage and you know better how they should behave.

I cannot understand why Russian participants of the community should talk to each other in English. It's VERY strange for me.
I'm a member of learnportuguese - a community for foreigners studying Portuguese, there Portuguese and Brazilian participants can talk to each other in their mothertongue. It's not a problem for non-native speakers, vice-versa - it's very useful for us: to see how they build up frases, conjugate verbs in different moods, use idioms, proverbs, slang words. If we have any questions - we ask them, they answer us, explaining everything.
I suppose (basing on my own language studying experience) it's very usefull for all the learners - reading and seeing how we use our great (it is so!) language!

p.s. Of course, I'm not talking about explanation - if learner ask smth in English - answer in English, but the case of all Russian native-speakers speaking English in the community of our language - it's beyond my mind...
