It amuses me that with my fonts, the accent appears to be over the letter т. Which letter should it be over — о or ы?

it's "o".
The singular is анекдот with the last syllable stressed, and the stress does not move when you decline.

You are probably using Verdana. It's a well-known bug in this font. To correct it, mentally move the accent one placr to the left (or just use a different font).
