No, that you can do whatever you want as long as you aren't making money is one of the myth of copyright. Please read any introduction to copyright law. The sole things that you can do with a copyrighted work are those covered under fair use. Fair use doesn't not permit the copying of an entire work, that's why song lyrics cannot be posted in their entirety. And translation of an entire work is certainly out of the question without the author's permission. This has nothing to do with whether money is made or not, but with the rights of near-total control over a work granted to the copyright holder by law.

No, many copyright holders will permit a translation of their works to be made for a nominal fee (I once had to pay $1 to an author to translate his work into a conlang), but permission must be sought and granted first.
