according to the rules of russian punctuation you don't need to use dash if the sentence starts with the pronoun. So it is not nessesary and I would even say it is slightly incorrect to use it. But some russian people do that and it doesn't make any misunderstanding.)

You don't use dash when subject is a personal pronoun.
You don't use dash when predicate is used with particle "не".

So "Я - не русская" is not correct, because subject "Я" is a personal pronoun. "Я не русская" is the correct one.

Special books for studying languages are often called "самоучитель". It's very likely for someone to say "я занимаюсь по самоучителю" or something like that.
