So, my workbook says "make the following phrases plural." Number one is американская студентка. Isn't that already plural?

Hum, seems I misunderstood my textbook. From how I first understood is, the ending -ая made the adj plural, but now I see what it actually means.

ие/ые - Plural
the rest is singular. with exceptions.

-ия and -ыя made adj plural according to the rules of "old orphography" that was in 1918 replaced by a simpler one (also because the old orphography no longer reflected the actual pronunciation). For now, you always should use -ие and -ые for adj plural.

And to be exact, spelling «-ия» was impossible in pre-1918 orthography, in fact it was «-ія» ;-)

neuter plurals

You might be confused because the plural ending for neuter nouns is -a. However, you 'd be able to tell if that was the case because the matching neuter plural adjective ending would be -iye (pardon my lack of cyrillic). If a noun ends in -a and its adjective ends in -aya, you'll know it's feminine.
