-ия and -ыя made adj plural according to the rules of "old orphography" that was in 1918 replaced by a simpler one (also because the old orphography no longer reflected the actual pronunciation). For now, you always should use -ие and -ые for adj plural.
You might be confused because the plural ending for neuter nouns is -a. However, you 'd be able to tell if that was the case because the matching neuter plural adjective ending would be -iye (pardon my lack of cyrillic). If a noun ends in -a and its adjective ends in -aya, you'll know it's feminine.
