разведка - [rʌz'vjɛtkə]. [v] sound never causes regressive assimilation of the preceeding consonant in Russian, not to mention there are no conditions for devoicing [z] sound at all, as far as the next consonant is voiced ;-)
You are right. Z is still voiced here. It's just that in a fast speech (like mine) the combination zv afects the way z sounds. However, it does not become devoiced.
Of course, no! My point was a) the consonant following "z" is voiced, so there are no conditions to devoice "z"; b) unlike, say, Greek, "v" and resonant sounds never cause regressive assimilation in Russian (σβησώ - zviso, свисать - svisat).
