In Islam, the term "Shariat" is often used to mean the system of ordinances as given in the Koran. The Shariat justice (шариатский суд) is therefore a justice system based on Islam ordinances. So the sentence should be translated: The head of Shariat court of Ichkeria (=Chechnya)
Was it in Koran? I doubt it. Literally, it means "the law of the street" (Shari'a is an arabic for the street, and means like people's law in Islamic counties.
