How would one translate долговая политика?

In the context of this sentance:

Долговая политика на период до 2007 г. будет направлена на постепенное снижение сумм внешних заимствований при одновременном соблюдении Россиской Федераций уставленного графика выплат по внешному долгу.

Simply - "debt policy", that is, an established way of dealing with debts. This is an anglicism, I'd say. :)

There's one extra "не" which changes the meaning into the opposite. A widely spread mistake, though. Literally, it is forbidden NOT to kick a dog out into the stairs.
