1. Лучший/худший means "the best"/"the worst" as said above, but you can also use it as comparative if it's used with a subordinate noun, as in "a better film than..." - "лучший фильм, чем..." But you should be cautious using it this way, it sounds rather bookish and is normally used only in contexts where it can't be confused with superlative.

2. It makes sense, but the meaning of the word "претензия" in this context is a little bit different. I'd translate it as "claim", and it doesn't necessarily have a negative connotation. You can say, for example, "фильм с претензией на авандгардность" - a film that claims to be avant-guard, which implies that it's not completely avant-guard actually, but by itself doesn't say if it's good or bad. So, the general meaning of the sentence "Она притворяется, что любит современное искусство, но это только претензия" is the same as you meant, but it doesn't read as "but she's just being pretentious", but rather something like "but it's just her claim to be spiritual/modern/superior to others/something else".
