"От жалости" is also used im some cases. "Пристрелить из жалости", but "заплакал от жалости". I reckon "от жалости" is used for undirected actions.

I think "из" is used when speaking about more or less rational motivation, while "от" corresponds to emotional reactions. Compare these examples: "она завизжала от страха" (she screeched in fear), but "он выдал своих сообщников из страха перед казнью" (he gave up his accomplices being afraid of death sentence). In a similar way, one may have tears "от жалости" for somebody suffering, but help this person "из жалости".

It's a very interesting issue since both "от/из" refer to some reason of an action. But "от" always refers to a cause (because of), while "из" refers to a personal motivation / purpose (for the sake of) which, ironically, is the cause of human actions, too. "Из" therefore could be replaced (either really or potentially) by "ради".

от жалости = cause
из жалости = motive / stimulus

из осторожности = ради осторожности = чтобы (purpose) быть острожным

Correction. Putin has another motivation. Not "из вредности" but rather "из жадности" (motive/purpose) / "от жадности" (cause).
BTW, I doubt that "из жадности" could be said by a Russian, but I like it. Stylistically, it's a correct formula.
