It is military slang meaning he was sent to the enemy line to bring back a prisoner who then would be made to speak about well, what he knew. Hence, "язык". Maybe you could very loosely translate it as a.. 'tattletale'.

And as is obvious, the prisoner was killed in the cross-fire...

once I captured a person (язык) from the army I fight with. This man is usually described as the source of information, he can tell about the disposition etc. so, he was called "язык"

добыть языка — capture an enemy soldier (at enemy's territory)for interrogation purposes
донести (дотащить) языка — bring/drag him alive to the camp over the front line

So, this scout-regiment soldier captured an enemy officer and was ordered to deliver him to the camp, but he was not able to bring the POW alive (for interrogation) nor deliver his corpse (to prove the POW didn't bribe him and got no chance to flew away). As a result:
-- "особист" -- an officer of the counterintelligence department of the USSR Army ("особый отдел" == "третий отдел")
-- "взял на карандаш" -- made appropriate pencil marks in his files. The pencil mark is something that could be then erased or made permanent, i.e. confirmed in ink.

Подколотый, подшитый материал - a bind of documents which could be used to blame or compromise a person. That comes from "шить дело", which is a prisoners' slang expression meaning "to compile, officially register and bind valid and fictive materials for indictment purposes."

"налить бельма" - get deadly drunk, lose the self-control and consciousness, and, as a result, roll the pupils of the eyes under the forehead's bone.

"Взять на карандаш" in general means "select and then pay special attention to the person, its behavior, etc". Commonly used in context of security services, especially police. In English it will be "make a note of smb"

OK. First department wasn't equal to Особый отдел actually, it was just a tradition to call KGB men in army 'особисты'.

But the third department you emphasize wasn't either. Because it was a department of SMERSH, which was created based on the Управление особых отделов НКВД. Third department was a part of what used to be особый отдел, not just equal to it.

Right, this "strange character" - "osobist" Suetin was an officer of the "third department" of SMERSH, i.e. an officer of the counterintelligence department created in the Soviet Army during the WWII.

Right, later on, in my University, the KGB Department was known to students as 1st department ("первый отдел" == "секретная часть"), and the Military Service Registration Office" - as 2nd department ("второй отдел" == "военно-учетный стол").

Anyway, I guess there is no reason to discuss if Suetin was one of "first department"'s officers, right?

This is the first time in my life I see or hear "ишь, заморский ты клещ, отоварился" in this song.
Rhythmically and poetic dimension wise it is much worse than "налил бельма, ишь ты, клещ, отоварился". Probably, it's from one of the early versions of the song. Since Vysotsky sang his songs live, and there were not so many "official" records, there exist far more than two versions of almost any of his songs. So saying this peremptory that "there are no such words" isn't correct, in my opinion.
