It seems these two words are used pretty interchangably int his way. Are there differences between пусть и пускай?

Пускай feels slightly (very slightly) more colloquial to me. Otherwise I think yes, they are interchangable in this context.

пускай is colloquial and пусть is the right form you have to use in polite &formal speech

In modern speech, it is mostly a wish. In Medieval times it could be an order, but nowadays orders are given with bureaucratic language. :) "Да" is forced out into poetic and religious texts. And "да здравствует" is a common idiom: "Long live the Provisional Government!".
