I just recently decided to learn, and I'm having a hard time figuring out which "eh" sound is correct for writing my name: Becca. Would it be э or e?

We actually spell it and pronounce as Ребек(к)а, if your Becca is a contraction/diminutive of Rebecca.

I would write е and read it э. There is certain controvercy in reading letter е, bot foreign words and names allow (and sometimes demand) reading э.

Бекка. It would be quite traditional, because Rebecca is always spelled like Ребекка. Double k is obviously needed.

As you can see, it depends.
Both sounds are quite right. In fact, it's something transitive between these two sounds.
By the way, I can say, that it would be something like an old-russian sound "ять" — ѣ

Other than those starting with [э], because the phonetic different between [йе] and [э] is too huge.

Foreign words starting with [э] won't be written with е- because phonetically that would mean they're starting with [йе].

Бекки Тэтчер is mostly spelled this way. Don't ask why. And yes, it is pronounced Бэкки. Don't ask why.

I always argue with others about translating words containing "th". Russian-speakers state that my name Seth wout be translated as "сес", but not as "сет". And what do you think?

Have to disagree with those Russian speakers of yours - it should definitely be "т" - I believe the translation (well, transliteration) has to be traceable back to the original. In case of Сес it would be nearly impossible.
