hello

what does "на той неделе" mean when referring to a future time -- some future week or a more specific time? is this expression archaic or colloquial?

thank you

It usually means the very next week.

What about:
На той неделе мы ездили на дачу.

I'd use на прошлой неделе here

Depends.
I was trying to say: On THAT week we went to our cottage.

I actually find that personally I'd never use "на той неделе" unless I'm refering to some particular week the relative timing of which was already established (could be both in the past and in the future).

Could be just me, though :)

IMHO that construct may be used both refering to specific week discussed before: "Первая неделя октября выдалась теплой, на той неделе мы ездили на рыбалку вместо охоты" and to nearest week to current, next or previous.

Some people mean last week, some - next week. As for me, i usually say so about last week.

на той неделе = на прошлой неделе
на той неделе = на следующей неделе
на той неделе = на той неделе, когда мы купили велосипед (could be more than one week ago)
на той неделе = на той неделе, когда мы поедем в отпуск (not necessary the next week)

If the pronoun "той" is not qualified with precise reference to some event (as in "на той неделе, когда мы купили велосипед"), implied meaning is either "the very previous" or "the very next" week. Usually you could tell from the context, whether it is about future or past.

usually на той неделе — past week. in sense 'next week' using very rarely when in text assisted a mention of furure. Sorry for my english, i'm a simple russian man.
