Duma vs administration

Hi guys,

I have a quick question that would help me with my translation:

I think the State Duma has 450 deputies and that legislation requires a two thirds majority.  So can i assume that the following paragraph refers to the Duma when it says administration?


Проблемы иногда возникают лишь с конституционными законами, потому что верных 300 голосов у администрации нет. По прочим вопросам политическое решение непременно претворяется в жизнь. Именно поэтому нынешний депутатский корпус без особых проблем принял проекты, которые не удавалось провести в пору ельцинских непослушных Дум.

Problems sometimes arise only with constitutional laws because these are the ones that fail to find the requisite 300 votes in the Duma.  A political decision on any other matter takes effect immediately.  For this reason alone the current legislative assembly has with relative ease adopted legislation which failed to get through the unruly Dumas of the Yeltsin era.

No, "administration" here means President's Administration, which in Russian political structure serves as a kind of second Cabinet, and thus often initiates many political initiatives. That's because, even if Duma now mostly rubber-stamps everything that comes out of PA, constitutional laws are the other matter, and not all deputies are prepared to take on them.

But can there really be 300 people voting in the Presidential Administration?

These 300 people aren't in the Administration -- they're Duma deputies. But as the majority of Duma was elected from Edinaya Rossiya party, their interests are basically the same as AP's, so they generally vote as it would be suitable for AP and Government.
