Nobody can prevent you from using HTML tags, though; that's how you add formatting to your comments, not only initial posts. There are also specific LJ tags; for example, if you wanted to make a link to the community default page, you would not type < a href="http://www.livejournal.com/community/learn_russian/" >LINK< /a >, but rather just use the < lj-comm="learn_russian" > tag.
