A strange question perhaps but here it goes --

Can someone tell me what is the answer to the question in this clip from "Chto? Gde? Kogda?" (on the 20th second): I uploaded clip here

I've listened a few times but I can't figure out what he says and the impression is that the answer is more or less obvious (to them, at least).

Well, the question is clear:

"Василий Савицкий из Ухты спрашивает: Кто с помощью ямы овладел птицей?"

But I couldn`t decipher Kozlov`s answer, too. Sounds like "Нурали Атыба, господи боже мой", where "господи боже мой" is an analog to "my god, that's obvious".

Обладатель первой в истории Клуба "Хрустальной Совы" - which must be that птица, которой он овладел с помощью ямы. There's probably some history behind it (that makes the answer obvious), but I'm not aware of it.
