I am unclear about the meaning of the  phrase, "Это актуально, поскольку в обществе, особенно среди молодежи, усиливаются фашистские настроения," particularly the word (conjunction?) "поскольку." If someone could tell me what this means, that would be greatly appreciated.

to the extent that
in as much as
since
in that

All of these seem fairly good translations here. "Because" is close but not as good in my opinion.

In this context "because" is actually the exact translation. Here, it does not mean neither "to the extent that" nor "in as much as" but can be translated as either "because" or "since" (and maybe I am missing something but I don't really see the difference between the last two, except maybe for the register, the latter being more formal than the former).
