I hope this is on-topic enough..

I want to get Cyrillic stickers for my keyboard and I'm wondering, is there a plug-in or something that I can get online for free so that my keyboard recognizes them? How does it work as far as switching back and forth?

If you have Windows on your machine, you can go to Language options and add Russian as another language. There you can also define the keyboard combination that would switch you back and forth - I use left Ctrl+Shift and find it very easy. If you have other operating system I think it should also be straightforward - just look for language settings.
Удачи!

If you use Linux: switch to root user and open /etc/X11/xorg.conf with your favorite text editor, then find there Section "InputDevice" and change it as follows:

Option "XkbRules" "xorg"
Option "XkbModel" "pc105"
Option "XkbLayout" "us,ru(winkeys)"
Option "XkbOptions" "grp:caps_toggle,grp:switch,grp_led:scroll"

Then use CapsLock (really useless key, eh?) to switch Latin/Cyrillic.

If you use Windows - I can't help you, as I don't use it.

No, there are no drivers that magically recognize little adhesive polyester squares on your keys. But you can install a Russian keyboard layout whether you have these stickers or not. Unless you use something like Windows 2.0, it comes built-in with your OS. For Windows XP, go to Control Panel, Regional and Language Options, Language, Details.

For those using Mac OS X, going to System Preferences --> International should get you started.

Or, under the windows, you may simply run 'osk.exe' (On-screen keyboard). 'Win+R; osk.exe; Enter', I mean.

Then, if you have installed right language, you may 'press' buttons with russian letters.

To my shame I didn't know this thing existed (not that I needed it).
At any rate, I'd not advise using it. Apparently it's a very limited (doesn't seem to support much -- I didn't see cyrillic support in it) and buggy application. It crashed on my Windows XP in less than two minutes trying to execute something from its data or stack area, which it shouldn't be doing in the first place and then it was rather hard to get rid of its remnants (its windows and reappearing error messages). Just a word of caution. :)

гыгы.. sorry. just tried that thing (OSK). seems pretty funny for me, shows letters of whatever layout you are using. and it also has a genuine warning message telling that you shouldn't expect much.
as a temporary utility (and for free) it's quite OK.
