How would one say the following?

There are 16 deaths per 1,000 people.
Overall, the population growth rate is negative .484%

В целом, темп прироста населения - отрицательные .484 проценты.

One more important thing.
When writing numbers in Russian never ignore leading zero and use comma:

"0,484 процентов"
Such and only such way!

Writing fractional numbers in such way is not in Russian language tradition. When americans for example can "feel" 3/8, russian people need to calculate this fraction to understand properly its value.
It must be translated as "5,375" I think.

Very funny. May I ask how are you going to "translate" 1/3 then? As 0,3333333333333333333333333333333333? What about 1/(square root(2))? (sorry, cannot reproduce the square root here)

1/3 is ok, 1/5 is also ok, 1/sqrt(2) is not commonly used and should be written as algebraical expression...

I mean this typical american style of writing fractional numbers like "23 3/16 points" or "12 3/4 miles"
