Could somebody help me make sense of this sentence?

в конце концов появился кто-то из обшепитовского начальства, устало оценил обстановку и уборщицу увел. девушка в третий раз взяла ручку.

Any ideas what 'псиxикой' means in this sentence? I understand the rest of the sentence, except that one word.

если бы ее не тянули назад люди с навсегда изуродованной псиxикой - наследием десятилетий тоталитаризма.

Finally a person from the management of public food serving (restaurants and all that in the soviet plan economy) showed up, assesed (?) the situation (and he was tired when he did that) and took the cleaninglady away.

Something like that. But what the Ruchku is I raelly don't understand out of context.

ручка = a pen
and this part of sentence doesn't connect with the phrase above. I think this fragment is a part of some story, and "pen" is connected with the sense of the story.

I guess ручка stands rather for pen in this particular case, but without consent it is difficult to be sure for 100%

oh yes, thats true, thats more logical... I saw a girl who was entering a room. But its more logical thats she is trying to write something, but gets interrupted (by a drunk уборщица, maybe...)all the time.

actually, it might be also door handle - if girl was trying to open the door, but cleaning lady was sort of obstacle to do that (until removed by manager)

I must say that for whole my life in USSR I have never seen drunk cleaning lady - from my birth in 1968 till system went capsized ;) but I do not insist, after all that was not exactly USSR - it was western part of Ukraine, which has never finally been USSR, and cleaning ladies were always old religious silent ladies :)

oh, do you have the word "psyke" in english?
a persons псиxикa is his "mental state".

There are people who are forever psykologically hurt as a result of the yaers of communism, and that is keeping her back, stopping her from doing what ever she wants to do. They are a problem for her.

well, I could be totally wrong, but I guess cleaning lady was merely bitching in old good "gatekeeper syndrom style", not allowing girl to do what she wanted... as for scandinavians misbhaving, well, you don't have to tell me, I live in Finland :)))
