I have come across russians in chat that use english keyboards to talk in something that they call russian, but it doesn't look like russian, more similar to dutch. Where would I find a translator for this.

The only Russian I've seen typed using the Latin alphabet is simply transliterated -- http://en.wikipedia.org/wiki/Transliteration_of_Russian_into_English

if they use Russian slang - I suppose, it impossible to translate with any kind of dictionary or software

Do not spend a time - if writes cyrillic words using only latin letters (we call it "translit"), it's not a language.
Of cause, some rules exists, it's necessary, for example, to fill-in international passports with russian first and family name...
but nobody follow such rules in chat.

Try this: go to translit.ru, plug in the text you see from them, and convert it to cyrillic. It won't always be an exact match, since most people likely don't follow the transliteration rules from that site, but it'll probably give you an idea of what's being said.

it's not a language??? are you sure? If I write "имя" like "imya" - isn't it Russian language? only way of writing is different. that's it.

but if we forget for one minute that we know Russian and we are not sure what is the language and what means "imya"? how we can identify?
for example: i do not speak Chineese - if somebody wright some Chinese sentance using latin letters... how tranlate it to English or Russian? I do not know...
That is why I said that translit is not a language - nobody use it in regular conditions - mostly in Internet.
(My family name in my international passport - is exception ;+)))

we have different ideias about the language. Especially what language is.
Sure we never use Latin alphabet in our day-by-day life for writing - to my mind it looks awfull.
But anyway if I wrote - Kak tebya zovut? - you easyly can guess what it is. It is Russian language but in different writing.
Sure for non-natives this frase written with Latin letters can be vague.

Why did you call it dutch? Were there letters with some diacritical signs? If they were then your charset must be wrong. Instead of cyrillic it shows strange letters.

Well they were latin letters and it looked simiar to dutch to me. Now I know it was translit, so I am working on trying to understand how to do this, hopefully without so much transalation back and forth.

one of the solves of this problem is to type russian letters on every keyboard in all countries =DDDD
