9. Это не опасно? Does this mean "Is this dangerous?" If yes, why is the 'не' there?

This works the same way as it does in English were someone to say "Isn't this dangerous?" Negating the statement invites the listener to assuage the speaker that it isn't dangerous.

Or, perhaps, the speaker expresses his surprise at somebody's action or suggestion which he presumes to be dangerous.

"Ну, вот" with lowering intonation may express disappointment: "Everything was all right, and now something's wrong". But without
context it's only a guess.

Is this dangerous? No.
Это безопасно? Да.
Is this safe? Yes.

Positive answer to this kind of question is not allowed:
Это не опасно? Да.
The meaning of answer "да" in this example isn't specified at all =)

Following sentences are equal too:
Это не опасно? Нет, это опасно.
Это опасно? Да.
Is this dangerous? Yes.
Это безопасно? Нет.
Is this safe? No.
