Acronyms

Hello! I'm translating an article about bird flu and there are several acronyms here I'm not familiar with. Memories isn't working right now, so I hope this hasn't been asked before. Here's the list:

НИИ
ГАИ (this is something like highway patrol, I think)
ГО
ЧС

I'd be eternally grateful to anyone who can tell me the Russian long form of these acronyms and possibly how they would translate (if it isn't obvious). Thanks!

НИИ - Научно исследовательский институт
ГАИ - Гоцударственная автоинспекция (old name - renamed ~4 years ago)
ГО - Гражданская Оборона
ЧС - Черезвычайная ситуация

ГАИ- you are right, it is a highway patrol (sort off :-)
ГО and ЧС could be anything; can you give a bit of text with those acronyms in it?

ГАИ - Государственная Автомобильная Инспекция - State Inspection of Traffic Safety
ГО - Гражданская Оборона (?) - civil defence
ЧС - Чрезвычайная Ситуация - emergency situation

ГАИ is Государственная автоинспекция - State Auto(mobile) Inspection. It was called this way in soviet times. Than it was renamed to ГИБДД, which is Государственная инспекция безопасности дорожного движения - State Inspection of Traffic Safety. A year ago Putin ordered to put the old name back. Now it is called ГАИ again.

P.S. In Russian only first word in names of organizations are capitalized (as in headings).

take into account, НИИ sounds pretty old fashioned, like some research institute in the ex-ussr.

I'm not sure "State" is quite accurate. I'd say "national" instead.

Государственный is "State", not "National". It does not belong to nation, it belongs to state. Believe, it makes all the difference in the world.
