i'm trying to find a program that will allow me to type in cyrillic on the internet and in other windows XP programs. any suggestions for software that will do this? preferably free, if it's possible; or super cheap but still good quality. any commentary is much appreciated!

Erm... Doesn't something like "Control panel -> Regional options -> Languages tab -> Advanced -> Add -> Russian" work?

Yup, then you'll be able to type Russian fonts with the switching to "Russian" by keys combination you define there.

Do you know your way around your computer?

If you're at all comfortable with computers, the website below should help you. I used it when just starting out with Russian, and it was a godsend. :)

You can find these on ebay for a few bucks, I had them on my last keyboard for almost two years with no problems

This site helps us when we are abroad and don't have a cyrillic keyboard. Because you just print Latin and get a text in cyrillic, then copy and paste wherever you need. Surely it is not a soft for the keyboard, just a quick help.

Just follow the instructions. (http://www.geocities.com/fontboard/cyrinst.html) It does any keyboard you can imagine (Arabic, Chinese, Japanese, Russian, etc...).

And if you have a keyboard without Cyrilic characters you can use Windows on-screen keyboard:
Start>Programs>Accessories>Accessibility>On-Screen Keyboard
