and also, what does КГИОП stand for in the way of КГИОП Вера Дементьева.

Минэкономразвития = Министерство экономического развития (Ministry of Economical Development). Actual name of this structure now, afaik, is Министерство экономического и социального развития (Ministry of Economical and Social Development).

Nope, it's Минздравсоцразвития (Министерство здравоохранения и социального развития) which is responsible for social development.
