Fat guy, long blonde hair? Must be "Ночной полёт" (Night Flight) once run by Культура TV... Андрей Максимов seems to be the guy's name. Just a talk show, he and a guest, right? and a funny blinking luminecent telephone between them two?

Sorry for sticking with this show, I'm just fond being precise :) Here's (http://www.atv.ru/video/2005/01/) an archive of Ночной полёт's past issues (Windows Media Player).

Well it's just a talk show, he invites some writers and dancers and filmmakers and rock musicians and speaks with them in a slow tempo, very calmly, nice show to pick up some good Russian and to watch some not-too-silly Russian celebrities :)

If you have Comcast they have 6 hours of russian TV each day from 18.00 till midnight. In Washington DC area it's on channel 26 (WETA-26 PBS D.C.). This channel is part of basic package. They have dayly news, live talk shows, russian movies etc. No ads at all. It is not very entertaining for russians but OK for learning the language.
