I know it would be: Я вернусь

But is there any tense that has the "have" in there?

Я вернусь is the future tense, I will return.
Я вернулся is a correct translation for both I returned and I have returned. No tense in Russian would have "have" in there :))

Literary Russian has no perfect tenses.

There are perfect-like constructs in some dialects, though: http://gramota.ru/book/village/map24.html. For most speakers never exposed to a dialect like that those constructs would sound very odd, sometimes even unitelligible.

If you want to emphasize "I returned", as in "I returned home several times", as opposed to "I have returned", the "imperfect" form is "Я возвращалась домой несколько раз". The same word translates Past Continuous: "I was returning home as my cell phone rang" = "Я возвращалась домой, когда зазвонил мой сотовый".

Yes, one of the [not so rare] cases when a moderately unrelated verb substitutes for perfect or imperfect form. Вернуться/возвращаться is one of these cases, though возвращаться has its own, fully legitimate perfect form - возвратиться. But вернуться doesn't have a legitimate imperfect form, that's right.
